There is scope for Africa to substantially increase the use of climate information and services in planning to reduce the threat of climate variability and change to the achievement of development goals. More effective use of climate information and services will enable the climate-sensitive sectors of African society to cope better with the natural variability of the climate system, and adapt to the impacts resulting from global climate change. Yet, poor access and limited use of available climate information, both by vulnerable groups and institutions charged with managing the impacts of changing climate continue to constrain African countries from harnessing the potential of climate information to increase resilience of communities and food production systems to the impacts of climate change.
It is imperative that those responsible for the generation and dissemination of seasonal forecasts collaborate and pursue strategies to remove barriers associated with access and application of climate information to ensure food security for countries in the region. Specific barriers to wider use of climate forecasts need to be addressed, including lack of clarity on how climate information can contribute to better development practice, variable usability of the available climate information, misconceptions about the demands and needs of users of climate information, and, finally, the failure to integrate local knowledge into seasonal forecasts.
The inaugural CCAA Learning Forum focused on the theme of Improving Accessibility and Usability of Climate Information for Increased Food Security in Africa, initial findings and recommendations for optimizing the use of seasonal forecasts as documented by a group of PAR projects active in different countries and contexts were shared. The presentations were blended with inputs from players from the climate information supply chain including forecasting experts, agencies responsible for dissemination and use of climate information, training institutions as well as policymakers. It is envisaged that these actors will appreciate the need to be sensitive to the real information needs of the end users when reviewing their specific programmes and policy interventions.
